  Ferdie Deering was selected to be the Chairman of the Oklahoma Weather Modification Study Committee for the State of Oklahoma.  Cloud seeding is a common technique use to enhance precipitation, and it entails spraying small particles, such as silver iodine, onto clouds to affect their development, usually with the goal of increasing precipitation.  Cloud seeding only works to the extent that here is already water vapor present in the air.  Critics generally contend successes only occur in conditions which were going to lead to rain anyway.  As you will see by the information below, farmers needed it during dry seasons, and those trimming the budgets doubted that it was effective. 

Today, cloud seeding is used in a variety of drought-prone regions, including the United States, China, Russia, and India.
